Alberta Energy Department

Alberta Energy department's mission is to optimize the sustained contribution from Alberta's energy and mineral resources in the interests of Albertans.

BRITISH COLUMBIA GOVERNMENT

Ministry of Energy and Mines

The Ministry of Energy and Mines facilitates investment and development of energy and mineral resources, and monitors environmental and public and worker health and safety standards.

Its focus is on fostering a more competitive investment climate. It will create strategic policy; to build healthy and viable energy and mineral sectors and ensure British Columbians receive maximum benefits from the development of the resources; to increase investment in the province's energy and mineral sectors to generate more revenues; to support vital public services such as health care and education; to provide corporate services to facilitate efficient functioning of the energy and mineral sectors.

The Canadian Environmental Assessment Agency is an independent federal body, accountable to Parliament through the Minister of the Environment. Northern Gas Project Secretariat

The The concept of the Northern Gas Project Secretariat was first unveiled in the Cooperation Plan, a document produced by the Northern Pipeline Environmental Impact Assessment and Regulatory Chairs' Committee in June 2002. This Plan describes the framework that the authorities with environmental impact assessment and regulatory mandates, called the Agencies, will follow to implement coordinated environmental impact assessment and regulatory processes for a proposed major northern gas pipeline project and associated developments. It supports the exploration of potential areas and outlines methods of cooperation that will avoid duplication and provide clarity and certainty of process for the public and potential proponents.

In June 2003, the Mackenzie Valley Producers Group filed the Preliminary Information Package (PIP), which triggered the environmental impact assessment and regulatory review process to commence. This step lead to the opening of the Northern Gas Project Secretariat.

Nova Scotia Department of Energy

The Nova Scotia Department of Energy was created in June of 2002 to serve as the government's focal point in the development of the province's energy resources, as outlined in the Energy Strategy. The department is a consolidation of the Nova Scotia Petroleum Directorate and the energy-related activities of the Nova Scotia Department of Natural Resources.

The Nova Scotia Department of Energy promotes, supports, coordinates, administers, and gives policy advice concerning the development of a prosperous, clean, efficient, and sustainable energy industry for the maximum advantage of Nova Scotians. Ontario Electricity Financial Corporation

The Ontario Electricity Financial Corporation (OEFC) was established by the Electricity Act, 1998 as the legal continuation of the former Ontario Hydro. The OEFC is an agency of the Province of Ontario and is responsible for servicing and retiring the former Ontario Hydro's provincially guaranteed debt and managing certain other legacy liabilities. The OEFC relies on a series of dedicated revenue streams generated from the electricity sector to extinguish its obligations.

The public debt that was issued by the former Ontario Hydro remains the obligation of OEFC and continues to be fully guaranteed by the Province of Ontario.

The Ontario Financing Authority, an agency of the Province of Ontario, provides the risk management, cash management, banking and accounting services to the OEFC in order to manage and retire the outstanding debt and derivative contracts of the former Ontario Hydro.

The OEFC no longer administers the former Ontario Hydro Pension Plan.

The OEFC has a board of directors, chaired by the Deputy Minister of Finance. The CEO and Vice-Chair of the OEFC is also the CEO and Vice-Chair of the Ontario Financing Authority.

Prince Edward Island Department of Development and Technology: Energy and Minerals Unit

The Energy and Minerals Unit is responsible for the development, implementation and administration of energy policies and programs, and the administration of mineral resources development. The unit also supports gas exploration initiatives.

QUEBEC GOVERNMENT

The ministry of natural resources is responsible for the management and the development of the Quebec territory and its power, forestry and mineresources. SASKATCHEWAN GOVERNMENT

Department of Industry and Resources

This is a new department established following a recent reorganization of departments by the government.The department merges Economic and Co-operative Development and the former Energy and Mines department.

Saskatchewan Industry and Resources (SIR) co-ordinates, develops, promotes and implements policies and programs of the Government of Saskatchewan that strengthen and diversity the Saskatchewan economy. SIR is the lead provincial government agency to spur economic growth and development of the province's resource sector, but is not the only department involved in economic development. The department has a twofold role: to offer direct programs and services to individuals and businesses, and to play a role in co-ordinating economic development activities among other departments and agencies.

The mandate of the Department is to achieve full and responsible development of Saskatchewan's energy, mineral and forestry resources, to work with businesses and co-operatives to expand the Saskatchewan economy by promoting, coordinating and implementing policies, strategies and programs that encourage sustainable economic growth and to optimize revenues to fund government programs and services.

UNITED KINGDOM

The Department for Business Enterprise & Regulatory Reform (“BERR”) leads work to create the conditions for business success through competitive and flexible markets that create value for businesses, consumers and employees. It drives regulatory reform, and works across Government and with the regions to raise levels of UK productivity. It provides support for the Business Council for Britain.

In addition, the Department has assumed from the former Department of Trade and Industry (“DTI”) policy responsibility for productivity, business relations, energy, competition and consumer policy, corporate law, employment regulation, and, working closely with the Department for Communities and Local Government making sustainable improvements in the economic performance of all English regions. The Department has joint responsibility with the Department for International Development on trade policy, and with the Foreign and Commonwealth Office on trade promotion and inward investment (through UK Trade & Investment).

YUKON GOVERNMENT

Yukon Department of Energy, Mines, and Resources

The Department of Energy, Mines and Resources is responsible for energy policy development and coordination of Yukon's energy programs. Planning is underway to develop a comprehensive and integrated Yukon energy policy by 2003.
